Visual to Logical convertion in bidirectional system (Hebrew)

Hello!

My goal is to build Word document from DOS/MAINFRAME file in
bidirectional system (Hebrew).
I use function in bidi32.dll (BiDiConvertOemToAnsi) to convert strings
from Visual to Logical. (The bidi32.dll is installed with bidirectional
versions of Microsoft Office).
I have problems with this function, it doesn't do the best Visual/Logical
convertion.
The main problems I have with text, which containes mixed english and hebrew
letters, digits and signs #,| and so on.
Is there the better way for this convertion, than bidi32.dll ?
