Viwing Timesheet Task detail

I have timesheet managers who are not owners of a project plan. Yet, their
resources submit timesheets to them for approval. When the Manager receives
the timesheet, and clicks on a specific task within the timesheet they
receive the error that they do not have sufficient permissions to see this
info. Yet I have the category (both Orgaization, Project and Resources) set
to enable viewing of resources who are decendents via RBS. What is the
specific setting to allow these timesheet managers view into the timesheet
task level detail?
