Vlookup a column then a row

I have a simple table with the years heading the columns and a grades heading
the rows:
2000 2001 2002 2003 2004 2005
1 2.1 2.3 2.5 2.6 2.7 2.9
2 3.4 3.6 3.8 3.9 4 4.2
3 4.7 4.9 5.1 5.2 5.3 5.5
4 6 6.2 6.4 6.5 6.6 6.8
5 7.3 7.5 7.7 7.8 7.9 8.1

I need to lookup the year and then lookup up the grade and so arrive at a
rate.

I have tried index and mtach but can not get it to work.

Thanks for any suggestions.

Try this:
With your data list in Cells A1:G6

J1: 2002
J2: 3
J3: =INDEX(A1:G6,MATCH(J1,A1:G1,0),MATCH(J2,A1:A6,0))

That will find the intersection of the year 2002 column and the grade 3 row
in the range.
