vlookup on multiple wksheet

I have 3 worksheets. 1 with labor/title, rates, site/location and labor
codes; sheet 2 has massive data such as employee name, title, job no., rate,
hours and location; 3rd sheet (Pivot table) contains, title, rate, location
and hours. Can I combine and exact information?

Sheet 1
Title Site Rate Labor Code

Sheet 2
Emply Contract# Job# Site Rate Title Current Hours
Cumm Hours

Sheet 3
Title Site Rate Hours (add) Labor Code
Which is Title+Site=Labor Code
