VOIP is a protocol (Voice Over Internet Protocol), not a
dialup/DSL/cable Internet connectivity provider. Outlook will still
require the TCP/IP protocol to connect to mail servers. If perchance
some ISP did call themself VOIP, and since you are paying them, are the
actually refusing to take your calls to their technical support
department? Their web site doesn't provide setup information under some
help pages?

That'd be dependant upon exactly what 'VOIP' you are using. For example, is
it entirely software-based or is there a hardware element [for example,
linking to your company PBX]? For Outlook to "dial" using your VOIP
connection would require that the VOIP you are using have a TAPI interface
in all probability.

If you can supply more information its possible that you may be able to get
more specific help.
