Thought it would be evident ;-)
It shows that there is no title for the page.
or - more precise -: the page is empty.
When one puts text on a page, ON is clever enough to create a text for
the page's label (even when it's handwriting).

So I do not understand why there could be "many empty pages in a
section".

What am I missing?
