Possibly because you have the problem person's email message set for a particular format? Try setting it to allow Outlook rich text format, rather than "let Outlook decide."

We went to tools, options, Mail Format,checked Use MSOW 2003 to read Rich
Text e-mail messages. Clicked Apply, and OK. I then sent the document to
his computer and to myself. I received the voting buttons he did not. We
both run MS XP Prof. and MS 2003 Outlook.
