vpmsece4.dll in Outlook 2003

I'm getting an error in Outlook when opening every email that vpmsece4.dll
can't be loaded. I didn't find the file so no wonder. How do I get the file
or stop the error from popping up? I can still read the email so don't know
what I'm missing.

Did you ever find a solution for the error message ? I've got the same error
