vpop? publish utility doesn't seem to work

I'm using MS project 2003 and installed the little utility on my
desktop. When I ran it I was asked for the URL, userid and password
and whether or not windows authentication (which it is). We are using
a vpn to connect via a private "http://servername/projectserver".

When I "get projects" I receive the following error message:

"You could not be logged into Project Server at this time. Please make
sure that specified Project Server is up and running. Also ensure that
a Project Server user exists with these credentials and that the
Administrator is allowing this user to log in."

However, when I go through project pro with the identical username
password and url, it works fine.

Any suggestions?
