W/ Track Changes on, deleted headings stay in cross-reference wind

Whenever I delete a heading, it stays in the cross-reference window, but is
renumbered in this window to "1.1" or 1.1.1" or "1.1.1.1". After a while
these "invisible" headings are all over the place, and then some actual
cross-references get changed to 1.1 or 1.1.1, and I cannot delete some areas
of the document.

The problem only happens when "Track Changes" is on (and I need to have it
on). Turning Track Changes off does not get rid of the "invisible" headings,
once they are already there.

The only way I can get rid of the "invisible" headings is to copy and paste
the entire document into a new template. But then the problem starts again
(and my broken cross-references are still broken).

The document is not large - 38 pages and 500 KB.

YES! thank you. In fact accepting a specific deletion removes the
corresponding "1.1.1" paragraph in the cross-reference list.

But this does not solve the problem of broken cross-references.
E.g.
1) I create a cross-ref to para 4.3.2 ("please see 4.3.2")
2) I move para 4.3.2 to 5.3.2 (which effectively does a delete and an insert)
3) the cross-ref is changed to: "please see 1.1.1". (not 5.3.2)
4) when I accept the change, the cross ref is "please see ERROR! REFERENCE
SOURCE NOT FOUND."

That looks like a bug to me and I don't know of a workaround for it. I
suggest you call MS and report this bug. Please make sure that you have full
details of how to reproduce the bug before calling them - it will make the
report easier.
