W2003 Outline Numbering = Out of Control

Sorry for long post.

Several interrelated problems are occurring in outline
numbering Word in the Office 2003 Pro Eval Kit - which I
was told is NOT Beta, but Gold.

(I believe this has a lot to do with other issues)
Using an overall scheme of 1.1.1.1 etc, I have Heading 2
style is outline level 2, but when I try to Format-Style,
select Heading 2 (preceeded by confirming "1.1"), and
Modify-Numbering-Customize, I try to select for Previous
Number Level = Level 1 and it won't let me. The "Level
1" disappears from the field. I do have Restart
Numbering After checked and Level 1 is selected, hoping
to get 1. followed by 1.1 etc, followed by 2. and 2.1 etc

Heading 1 style is outline level 1, formatted "1.", and
followed by Heading 2 style.
Heading 2 style is outline level 2, formatted "1.1.", with
Restart numbering after = Level 1

Let's say I'm typing a para 4.4 and hit Enter to start
para 4.5. I hit the Decrease Indent button and it
becomes para 5, changing style from Heading 2 to Heading
1. All OK. Then I hit Enter and get a new para with
Heading 2 style, but the number is > 4.5. < When I try
to modify by menu Format-Bullets and Numbering etc, and
select the radio button for Restart numbering, para 4.5
(under para 5) becomes 4.1. If I try to modify the style
of Heading 2, on the Bullets and Numbering dialog box,
the Resart Numbering and Continue Previous radio button
selections are *usually* grayed out. But when they are
not, and I change that, I get very bizarre (random)
behaviors on repeated cycles after Undoing. I hate to
say that because I know most will think I'm not carefully
tracking my actions - but it's true.

Since the eval will affect my recommendations to several
attorneys, who MUST use complex outline numbering and
CANNOT put up with this, I am inclined to say W2003 is
not a wise choice for upgrade from W2000 or other
programs. PLEASE help.

WOW !! "Thanks" doesn't begin to express my gratitude.

Haven't had a chance to read all this, but two things are
immediately clear:

(1) This is the most comprehensive and promising response
to a request for help on a major, gnarly mass of Office
difficulty in my experience.

(2) Outline numbering is truly a major, gnarly mass of
difficulty.
