Waiting for Resources? - Missing Project Server Synchronizing Job for'SharedServices1'

Hello!

We have noticed an error/problem in our environment. When we try to
provision a new site, we get always only a "Waiting for resources".

We have seen that there is no "Project Server Synchronizing Job for
'SharedServices1' " job. How can we recreate it?

I have tried to create a new SSP and associate the current 443 WebApp
to it, but then we cannot access and see our currently provisioned
Project Server instances? Why that. Does it takes a while or is it not
possible to move the instance to the new SSP?

How can we solve the problem with the missing job?
