I have had this problem in the past and my only method of fixing it was to
rebuild the system, this is not an option anymore and I need help fixing
this. I found a blog on the net by Brian Smith, reference here:

This blog helped layout the path that SharePoint and Project Server follow
to create a project site. My issue based on his path seems to end after Step
2 is finished. I verified that the SharePoint_Config database has the
correct entries in the Object table listing the new project sites that need
to be created which to me means Step 2 was processed and Step 3 is up next.
I think my problem is step 3, he references the Project Server Synchronizing
Job for ShareServicesName looks at that table and takes the site creation
info and starts building the site. I've looked under my Timer Jobs Status and
Definitions and do not see that name listed at all though I'm not even sure
it is supposed to be a timer.
I'm shooting in the dark right now and am open for any suggestions, tips,
ideas, anything! Thanks!
