Want Outlook To Stop Synchronizing Folders Permanently

We have gone through the following steps to stop Outlook 2007 (Windows VISTA
Ultimate SP1 - all updates in place) from synchronizing folders, but it won't
stop.

It will not download email (or is verrrrry slow) because it keeps
synchronizing. The box for automatic send and receive is un-checked.

We are not on an Exchange Server, there are no Add-Ins, all folders have the
'automatically generate exchange views' box un-ticked, our anti-virus is not
checking email, the option to empty deleted items on closing is un-checked,
search indexing is turned off...

We want to turn this feature off permanently - forever! Is there some
Registry setting that will get rid of synchronizing - we hate this!

Going bonkers!

Also, we have run the Inbox Repair Tool and the Office Diagnostics - neither
found anything wrong...

We have reduced our folder sizes by archiving and compacting - no help
there...

Is this a new problem?
What size is the pst, is the pst a carry over from an older version?
Did you import anything from a previous version, or other PC?

Not a new problem, but it seems to come and go...

PST size is 16355kb

No carry-overs from previous mail or computer...

Mainly, we just want to know how to turn it off - really tired of
troubleshooting this - we don't use this feature and don't want it
interfering with our mail...

Syncing is when Outlook performs an auto send receive
what is the send/receive - polling interval set to?

The display of "enter network password" is triggered by "microsoft outlook is
synchronizing folders" which appears to be triggered by a loss of
connectivity with the IMAP server that is not running Exchange.

Now what triggers loss of conductivity since I still can browse the web at
those times.

Some of our computers are set to retrieve mail every 30 minutes - some are
set to never retrieve, so we do it manually - still get synchronizing
message...

What is causing this - how do we stop it... ?
