Want to print a coloring book page from photo, is this possible?

I want to take an existing photo I have and print it out as a coloring book
page....this is Not as simple as just making it black and white. I don't want
all the color variations (even the grey-scale) in the photo....just the black
lines around the objects, like you would see in a coloring book. Is this
possible?

I recommend photo shop and then importing the outlined graphic back into
publisher.
