Want to show Billing Information field

I need to make the Billing Information field visible on Mail and
Appointment forms for certain users. i.e I need to be able to deploy
this to certain users.

How should I go about this? I am already deploying an addin to these
users, can I use an addin to do this? Or would I need to distribute
some kind of designed form and set folders to use that form instead of
the default?

If you want it to appear on open items, you'll need to use a custom form. If you only want it to appear in the folder view, just add the field to the view. Code in your add-in can publish the form and, on Outlook 2002 or 2003, add a field to a view.
