warning letter

I am writing a warning letter for an employee. The only problem is we work
with govenment where we are governed by strict laws making it extremely
difficult (even impossible) to be terminated. How do I write this letter for
an employee who is constantly late/very late to work on a daily basis while
trying to remain diplomatic about the situation.

HELP!

There is no diplomacy that you should worry about in a case like this. That
is why an employee is constantly late to work... nothing is ever done about
it... Go ahead and write the letter... be franc and direct about the lack of
respect for the institution and fellow employees with that type of
behaviour... specially not being honest with him or herself in assuming
responsibility. Also, point out that by being late one steals from tax payers
as anyone who takes bribery for performing work. It is all the same at the
end.
