Warning message box when sending email outside organisation

Hello

The company that I work for wants to implement a new security policy
for Outlook.
The user have to confirm everytime they send an email outside the
(Exchange) organisation, They will for example receive a message box
saying "Do you really want to send this email to an external user?".
This way they will be reminded to doublecheck the mail content and
receipient.

I was wondering if there is a function in Outlook 2003 or Exchange 2003
that can do this.
If not, are there any 3rd party tools for this?

I hope someone can help me with this. Thanks in advance.

Based on my research, I regret to say that there is no such a built-in
feature to achieve this goal in Outlook 2003 and Exchange 2003.

As Bill suggested, this automation could be achieved by using programming.
I recommend you submit this question to MSDN newsgroups as where is the
