No, delete that rule you just created.
Open the main application and click Options then Internet Security.
Click the Web Content tab then click Add Site and remove the www. which
appears in the entry box when you click Add Site. If you enter
www.microsoft.com it will not work properly so you must delete the www.
Add these three sites for best results:
microsoft.com
office.microsoft.com
windowsupdate.microsoft.com
Click each entry and click the tabs Global Settings, User Settings, and Ad
Blocking for each site you've just added, click to remove the check mark
next to each Use default settings and set all settings to Permit. This is a
shotgun approach and you may find that you can increase the security
settings of some of them later.
Open or refresh IE and the site should then work properly (you may need to
reboot, but I'm not sure about that).
Basically the NIS default security settings are blocking ActiveX, Browser
[User Agent] etc. that these sites needs to see and use. Browser [User
Agent] is what tells the site what browser your using. If it's blocked the
site can't tell.
I'd leave the default settings alone for security reason. It's best to just
add sites that you trust such as your bank, 401k etc. and allow these sites
access, while restricting everyone else.

I have Norton Internet Security 2003.
I added a firewall rule to permit Office.Microsoft.com as follows:
Action - Permit
Connections - To and from other computers
Computers - office.microsoft.com
Communications - TCP & UDP All ports local and remote
Tracking - Notify me with security monitor message
I moved the rule to the top of the list.
Results - No Joy, I still have the problem
Did I do this correctly?

you may see that message. Check your Internet Zone settings and set them
back to default or make sure the Office Website is added to your Trusted
Zone settings.
If your using something like Norton Internet Security and some other
utilities you may see that message based on how strict your security
settings are.
Basically the site has to have scripting, cookies, browser [user agent] etc.

Since your problem exists no matter what browser you use I imagine you have
some third party security utility installed that needs to be disabled.
Not long ago they changed the site and I had this problem to until I added
the office update site to my Norton Internet Security Web settings and
allowed the site access to these blocked items.
I have experienced the exact same problem.
I have copied the URL into Netscape 7.1, Opera 6.05, Opera 7.2.3, Firefrox
0.9.1 to no avail. I normaly use I. E. 6.0
