Watermark macro all pages

I've written a macro to apply a pre-determined picture as a watermark
to all pages in a document. However, if the document has "different
header on first page" checked, or multiple sections, the watermark does
not get applied to all pages. I need it to apply it to all pages. Any
suggestions for code or concepts to address different headers and
sections?
