Is there a way to create a background watermark on a web
page...?
I am using Publisher 2002!

This may work but it's for Publisher 2000.

To create a colored "watermark".

In Publisher 2000:

Insert
Picture
New Drawing

Insert clipart/picture
Right click on the picture
Format Picture
Picture Tab
Image Control and change to Watermark.
