Watermarks in Word2000?

Do Watermarks really work in Word 2000 (9.0.4402SR-1) ?

The help says that they do... tells you all about going
into the Header and Footer, and putting in the picture...
anywhere on the page, not just in the header and footer..

but no matter what I have tried, it puts a picture in the
header and footer, and text is only outside of the
picture, not text with the picture in the background, as a
WaterMark is...

I did this a year or so ago on the Word that comes with
OfficeXP, and it worked fine inthere...

Do watermarks work in Office2000?
