Watermarks that don't move

I've been struggling to figure out how to create a watermark that is not affected by changing margins when being used as letterhead. I thought I had it when I create a jpg of our letterhead and placed it as a watermark, then saved. But whenever the margins are moved, the background watermark moves as well. Watermarks aren't supposed to move. Help!!!

Any objects added to a Word document are attached to the text in one way or
another - either as In Line with Text or Anchored to a paragraph as a
floating object if you apply Text Wrapping. Further, if you're using the
Insert> Watermark feature the graphic is not only anchored to the Header
para with Behind Text text wrapping but is also positioned Relative to
Margin by default, so as the left or top margin changes so does the position
of the object.

It also helps to wrap your head around the overriding fact that there are no
physical *pages* in a Word document file. Keeping this in mind you need to
adjust the formatting of the graphic using the controls in Format> Format
Picture (or dbl+click the image) - Layout> Advanced. The following will
prove helpful regarding how graphics in Word are actually handled -
especially the links at the bottom of that page pertaining to The Draw Layer
& Floating Graphics:

Let me guess: You're coming to us from WordPerfect?? :)

In Word, you do NOT change the document margins. Not EVER!!

Everything is hanging off the document margins: headers, footers, text
columns, graphics positions, table widths...

If you change the margins in a Word document you create generalized mayhem
document-wide. So don't do it :)

In this specific case, if you position the watermark picture to be "Relative
to Page" instead of "Relative to Margin", then it will not move when you
change margins, because Word will compute its position from the edge of he
sheet of paper.

But everything ELSE in the document will move like an unset jelly :)
