Watermarks...

Earlier in this newsgroup, I asked how to have the image
of a preprinted form in the background, then fill in the
fields, and print; the end result being a form that looked
like it was all done at once. I was told a background was
for web pages only and would not appear on a printed Word
document. I was then told to try a watermark. Well, I
did that, but when I leave the Header/Footer area after
installing the image as a watermark, I can't type on the
form. It either doesn't show up, or it acts like a
graphic that hasn't been formatted to allow text to float
over it. What can I do?
