Ways to perform a mass owner transfer and project rename?

We have lots of reorgs around here and from time to time sets of
projects are given to new owners (managers). Is there a utility out
there that can be used to give a large group of projects to a new
owner in lieu of doing this through the project properties within PWA
one project at a time?

Also, is there a utility to do mass renaming of projects (for similar
reasons to the above).

I can't think of one that's already made, but it wouldn't be too
terribly difficult to do.

As an aside, beware of renaming projects if you are using inter-project
dependencies, as this will break them. If you are finding that you must
continually rename projects due to internal organizational changes, I
would suggest you simplify the project names and move that information
into custom fields.
