WBS Numbers and Subprojects

I keep getting strange outline numbers when I update my master project and
subproject. For example, I will renumber the outline in my master project and
when I save the project, it will start the WBS # at 7 for my subproject.

Is there a way to keep the outline #s consistent between projects and
subprojects?
