my questions are
1. Do i use effort driven in assigning my resources
2. in setting up my work break down structure, will the components be same with the summary task and sub tasks of my project plan in microsoft project

Effort driven and non-effort driven are switches you use to insure project
calculates correctly when you add and remove resources from tasks - there is
no single "right" way to do it. Example - I have a painter assigned to
paint a room, estimated to take 5 days. I find I have a second painter
available so I assign him also to the task. With two painters they'll
finish in half the time so I set the task to effort-driven before adding the
new guy. OTOH, I have two people assigned to attend a 3 hour presentation
and I want three more people to attend as well. The meeting will last 3
hours, regardless of whether we have 2 or 5 people in attendance. So we
make the meeting task non-effort driven before assigning the new attendees.

What do you mean by "components will be the same?" What are you referring
to as the "components" of a task or summary task? To my thinking, the
subtasks are components of the summary task that rolls them up. Summary
task - lay foundation. Subtasks - dig hole, tie rebar, erect plywood forms,
pour concrete, smooth surfaces, remove forms, finish. Next summary - erect
building frame. etc etc
