web authentication problem

I had a user account which I had configured for Windows Authentication, and
I was able to logon via Windows Authentication successfully to this server.

However, I tried to reconfigure the same user to use Project Server
Authentication. Now I cannot logon using forms based authentication to this
server even though the user name and password is correct.

Is this a known behavior or a bug?
