Web calendar as desktop

I've tried posting this question before but it appears to have never shown
up.
I've tried saving a calendar to a web page. This page displays nicely in any
web browser. I'd like to make the page display on my desktop in win98SE
using active desktop: other web pages do this, but the calendar does not. I
just get a green background. Shouldn't I be able to display any web page as
my desktop background?
