You also have compatibility issues when you site is viewed in FireFox which
is even more important than Safari. I would suggest that if you haven't
already, download and install FireFox and test your site with that browser
and IE, and then it should work fine in Safari too.

When you want to test, Publish your web files to somewhere on your local
computer where you can easily find them, go to the .htm files, right click,
open with FireFox.
As you are using IE8 and Publisher 2007, and the navbars are working for
you, then that says that you have installed the Office 2007 SP2 which fixes
a problem with navbars. Go to Help in Publisher > About Publisher and
confirm that you have installed SP2.

Plus there is supposed to be another fix for bugs with SP2 due out June 30.
Something you are doing is converting the navbar buttons into images and
killing the links in FF. If you have grouped the navbars to other design
elements on the page, ungroup them. Ungroup any and all elements that you
might have grouped together on each page. Test in FF.
If that doesn't fix the problem, then it might be the way you have built
your background. It appears that you have created a large text box with the
gradient blue color:

so, then instead of doing it this way, delete that text box and go to Format
Background > More backgrounds and choose the gradient and colors you want,
and apply to the background. Test your navbars again.
One of the above should fix the bad links in FF, and thus in Safari. If not
post back and let us know what you have tried. And it is always a good idea
to run the Design Checker under tools.
Sometime before one of your next uploads, you should also compress your
graphics. Your pages are taking a long time to load.
