Web Components

I am using Office XP and Windows XP (licensed and
registered). In Excel, the web components are View
Only. I reinstalled the web componets (Control Panel,
Install/Remove Programs, Office Shared Features) and the
Office XP Web Components are set to "Run from my
computer". Trying to determine why the web components
are not interactive.
