Web design for Mac

I am creating my Publisher 2003 website on a PC. Online, it looks fine from
other PCs, but when Mac users try to look at it, it looks different and is
not fully functional. Fonts are changed, text boxes overrun each other, the
bottom navigation bar does not work, and some email links do not work. Is
there something I can do from my end to make the site more palatable for Mac
users?

Yes, but unfortunately you aren't going to like my answer. Use FrontPage.

Any idea what the problem might be?

No. Not with Pub 2003.
