There is a text box on my website that is still there refering the website
being under construction that I have removed from from the pub file and
uploaded to the web and it still appears. How do I get rid of this?

You might hit your refresh button on your browser, as I don't see the under
construction text box when I look at the link provided.

If refreshing doesn't do it delete all image and html files both on the
website and your computer. Now, recreate the image and html files from the
pub file and upload them.
