If you download it, file, new, input your numbers.
You can create a banner in Publisher. If you are using the publication mode,
tools, options, change the measurement to pixels. Draw a rectangle, right-click,
format autoshape, size, type your numbers. After you have the banner looking the
way you want group all the objects, right-click, save as picture.
