Web Diagram is not a choice when I select New

I am trying to follow the instructions to create a Web Site Diagram, but when
I select NEW, under the File menu, Web Diagrams is not one of my choices.
I'm using Visio Standard 2003? Is there a way to add diagrams as options in
Visio?
