Hi

I want my customers to be able to use my stencils to create their own designs.
Is there a way of web enabling Visio on my website or is there a Visio web
host who can do this for me?

As Visio needs to have a license per client, and there is no Visio web
client, then no.
However you could set up Visio as an app on ASP hosted site ... effectively
using Terminal Services.
