I need a scheduling application that allows me to create
dependencies between activitie in different projects and
then perform critical path analysis of both schedules
together and produce reports showing the impact of the new
dependencies.

Can I do that with Microsoft Project Server or Project
Central?

What you are wanting to do is to set cross-project dependencies between
predecessor and successor projects, and then to analyze the results. To
accomplish this, you can simply use Microsoft Project 2002 Standard to
create a master project which consists of one or more subprojects. In this
master project, you can then set your desired cross-project dependencies.
You don't need Project Server or Project Central to accomplish this. Hope
