Web links not working in PP saved for web

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

After saving a powerpoint document for the Web with the html format, the links do not work. The file seems to be saved as a picture file instead even though I chose 'save for web' and it creates the appropriate files. I've seen others pose this question for the past few months but have seen no answers. Any answers yet? Thanks.
