web links within an email are blocked:: Why ? What can I do to stop that functionality ?

Outlook 2003. Often I find that when a link in in plain text it is not
clickable. Then I'll notice that it has been converted to plain text and I
can click on an above line to have it displayed in html. Now, the html will
have a link: download and when I hover on it I see the download url. As
an example, I'll make it up... http://download.cnet.com . EXCEPT it is
NOT that. It is: blocked::http://download.cnet.com .

Now what the heck am I being protected from ? Myself ? Please, if I want
to click on that link I want to. How do I deactivate this "blocked::"
functionality in Outlook ?

This info seems a bit non-intuitive so I may be misunderstanding it. Please
confirm I am correctly understanding the message of the link you provided -

1) The sender must go to Options Security settings that references
downloading of email to THEM.

2) That area makes no reference about their Sending email.

3) While there, they must Uncheck boxes that reference the safety about
them DOWNLOADING pictures that THEY get.... stuff coming IN.

4) It makes no reference regarding URL links that they have pasted into
their email intended to send to others.... email going OUT.

5) Having received such an email, I have absolutely no remedy that will
permit me to click on the desired link.

Have I basically understood this correctly ? If not, I b-e-g your kindness
to show me the way to enlightenment.

a message containing blocked content and choose Change Automatic Download
Settings."

Conclusion:
So, I am completely blocked from clicking through on a link in an email I
receive from a sender because the writer/sender has -

1) set their own security option to not download/display graphics in emails
THEY receive, as a prevention against logging to a spammer that they have
received the spam mail. Sounds like a smart choice to do.
2) pasted a link into their email to me regarding something I will want to
see.

WOW. Forgive me, that is pretty lame logic. No reflection on the messenger
! Thanks for the explanation Diane.
