Web page character set

FrontPage puts in a character set of 1252 by default and this is returning
question marks and boxes for the long hyphens and some letters with
diacritical marks. I removed the character set on the advice of the tech help
with my isp. When that made no change, they suggested using a character set
of UTF-8. Again this made no difference. Suggestions???

This type of problem is often caused by one character set specified in the
page, and a different character set specified in the headers sent by the
server when the page is browsed.
If you give a link to the page we can check if there is a conflict of this
sort.
