How do I create navigational bars that appear in such a way that when cursor
is placed on top of a parent or main navigational bar, other bars show or
list automatically. Is there a wizard in MS Publisher 2003 to do that?

There is no built-in capability or wizard in Publisher. You can sometimes
use the insert html code fragment feature to insert code that will do this.
Google for DHTML menus, flyout menus or javascript menus to find all kinds
of free script, and start experimenting. Some work...some don't. But for
what its worth, a textual menu with absolute links is easier to spider than
javascript menus.
