web page problems in publisher

I have a web site that I designed and that has been working perfectly for
years. All of a sudden after an update certain things are wrong. There are
"?" where there should be " ' " and the bullet points I have don't show up
properly. I don't know what happened. I have removed the site from my
server and uploaded previous version to see if something is corrupt and I am
still getting the same error.
This is really weird. The site address is www.bethchaverim.net

You might try this...From view menu select encoding..and select Western
European (Windows). I read this in a post yesterday and it seems to change
things back and get rid of funky characters

Would my problem was as simple :-(.

As noted earlier, the browser does indicate the encoding issue. You should
correct the encoding of the publisher web under Tools options.
