Save and published a drawing to a web sever the HTML and
associated files copied without any errors
When I go to view it in Frontpage get a blank preview
When I view it from the Web get a error Runtime error.

Because FrontPage can't handle it (believe it or not, it
is not compatible with those files that are created in
Visio). I use coffeecup which works well with any html
associated files.
