Web part editing disabled in "Public Documents"

I have a Microsoft Project Server 2003 install with WSS being used for
project sites. I noticed that the web parts in the Public Documents
site created by Project Server for some reason cannot be edited. You
can try to modify them, but the Ok, Cancel and Apply buttons in the
task pane are greyed out and do nothing. The other sites work just
fine and I am an Administrator on all sites. Is there a way to enable
web part editing? I have WSS SP2 installed.

Unfortunately, this is a custom webpart using compiled code and it can't be
edited. Microsoft isn't giving us all the source code for their applications
just yet.<g>

I'm just talking about changing Web Part attributes here. Name,
height, location, that sort of thing -- nothing that would require
looking at or modifying source code. When I open the edit pane, all
the attributes can be changed but the buttons to save the changes are
greyed out. These exact same parts are all editable on other project
sites throughout WSS.

Sorry, just to clarify, this is only the standard Content Editor web
parts that seem to be unalterable (I'm talking things like the
Appearance section, which I think should be alterable). Other web
parts that I put on the page are editable. And the Content Editor web
part is editable on other project sites, just not the Public Documents
site. Is this by design or do I have a setting wrong?
