Can I add the resources names column to the Project Details Web Part?
If so, how?

One more thing, I would like to add this column on the "Tasks Summary"
view.

In the future, please tell us what version of Project Server you are using.
2002, 2003, or 2007? I will assume you are using Project Server 2007. To
answer your question, the Project Server administrator needs to do the
following:

1. Log into PWA with administrator permissions.
2. Click Server Settings - Manage Views.
3. Click the Tasks Summary view to open it for editing.
4. Select the Resource Names field in the Available Fields list and click
the Add button.
5. Use the Up or Down buttons to place the Resource Names field in the
desired location.
6. Click the Save button.

Hope this helps.
