Web Search Component & Quotation marks?

From my site's search field (put there by INSERT > WEB COMPONENT > WEB
SEARCH):

if I search by 2 words <b>unemployment benefits</b> i get 250 results.

if I search by 2 quoted words <b>"</b><i>unemployment benefits</i><b>"</b> I
get No Results.

Note that in the first search, the #1 result page is titled "Unemployment
benefits..."

Does the FP Search Engine/Component not recognize quotes in serch terms, or
is it actually looking for the quotes in the site text (searching for the
actual punctuation marks)?
