web services proxy generator for Access / VBA

hey does anyone know the download location for the web services proxy
generator for Access VBA?

it's from Microsoft I swear; and it makes a class wrapper for a web
service.
I can't find it anywhere

hey im having some problem with running this against SSRS 2005
