Web user not able to access View and Upload Documents section.

I have had an issue with users accessing View and Upload Documents section on
Project Server. Users with an IP address assigned to their system have no
problem accessing. Users with DHCP setting on their system can not gain
access to this area. They receive a message stating to contact their System
Administrator

Has anyone had this issue before?

Are they all Windows authneticated users? If you have consultants on laptops
that don't have an authenticted logon to your domain (or AD), they won't be
able to connect. And, since they are not authenticated uses, they won't be
able to access SharePoint since they aren't on the authorized list of users.

If they are authenticated, you can try to "Synchronize Administrator
account". Next, do a synchronize uses for each of the SharePoint Sites.

If this works, great; otherwise please repost as a new question with more
detils so that the next person looking at it will have more details to look
at.
