Is the function of:
<!--webbot bot="Include" U-Include="end_of_page.htm" TAG="BODY" -->
in an htm page visible to search engine / spider / crawls

It's a html comment
- readable by anyone in view source
- link not followed by search engine / spider / crawls

The content in "end_of_page.html" is inserted into the page containing that
line at publish (minus <html>, <head>, and <body> tags, which is the
function of the bot). Thus, the included page becomes part of the published
page's markup. This would mean that it is visible to SE crawls.
