Webpage links do not function from my Email outlook 2003

[rookie]

I do not know which setting/settings to change and from where. I cannot
access a webpage from a link on an Email. I get a message that there is a
restriction on this computer.
I tried system restore and it did not allow me to restore settings to a
prior date. It goes through the process with a message could not restore to
that date try another restore point. tried several without success.

I am using a laptop with
windows xp
Microsoft Outlook 2003
Norton Internet Security
Internet Explorer 7
